Short Answer
The FCP baseline is a one-time modification that loads your entire GSA contract into the FAS Catalog Platform exactly as awarded, replacing your old catalog. You can fix bad data and remove non-compliant items, but you can't change prices or add items. It must be approved before you can submit other catalog modifications.
If you hold a GSA Schedule, your catalog is moving to the FAS Catalog Platform, or it already has. The first step on FCP is the baseline, and it's where we see more confusion than almost anywhere else in contract administration.
We've prepared FCP baselines for large product catalogs and for services contracts with dozens of labor categories. This guide covers what FCP is, how the baseline works, and the problems that most often hold it up.
What the FAS Catalog Platform is
The FAS Catalog Platform (FCP) is GSA's web-based system for publishing MAS catalogs to GSA Advantage, eBuy and eLibrary. It replaces the older SIP and EDI tools. Once your contract transitions, SIP and EDI access ends.
Three files do the work:

Since Refresh 29 in 2025, the Product File and Services Plus File have replaced the old Price Proposal Templates for contracts on FCP, except for certain SINs that keep SIN-specific templates. Your pricing published through FCP becomes the official price source for your contract.
Who's on FCP
New contracts awarded since late 2025 get FCP access at award. Existing contracts have been moving in waves, with most product contractors already transitioned and services catalogs moving now. Contracts expiring by the start of 2027 won't transition. When your contract is scheduled, GSA sends notices ahead of the move.
What the baseline is
The baseline is a one-time modification that loads your entire contract into FCP exactly as awarded. It replaces your existing catalog completely and becomes the authoritative electronic record of everything on your contract.
The process has four parts:
- Verify your seller profile in FCP.
- Baseline your full catalog by loading a Product File, a Services Plus File, or both. For products, FCP pre-fills the file from your current GSA Advantage data.
- Address compliance and pricing flags on product items.
- Load your Terms and Conditions file once the baseline is approved.
What you can and can't do
The baseline is a snapshot of your contract as it stands. So:
You can:
- Load everything exactly as awarded
- Fix data that was published incorrectly, like typos
- Remove items that aren't compliant
You can't:
- Change prices
- Add products, labor categories or SINs
- Change contract terms
The baseline must be approved before you submit any other catalog modification. Also note that any temporary price reductions you had in place are cancelled when the baseline publishes.
How uploads and validation work
Every FCP catalog action, including the baseline, follows the same pattern:
- Open the matching modification in eMod.
- Move into FCP while the modification is open, and upload your file.
- FCP runs three rounds of validation: basic formatting checks, business rule checks, and a check that the data can be saved and published.
- If there are errors, you download an error file showing what failed, fix it, and upload again. Services files can also return warnings, which you can review and accept.
- Once the file passes, you return to eMod and submit for the contracting officer's review.
Where baselines get stuck
These are the problems we run into most:
- The file doesn't match the award. Over time, catalogs drift: prices change, items get added or dropped. The baseline has to reflect what's actually on your contract, so any drift has to be reconciled first. Anything you want to change comes afterward, through its own modification.
- Formatting and naming rules. FCP enforces strict limits on part numbers, product names and descriptions, including minimum word counts and maximum lengths.
- Invisible data errors. Values that look right in a spreadsheet can fail validation because of formatting you can't see.
- Required fields that look optional. Some fields must be completed on every row, even for items that were already awarded.
- Legacy data problems. Old catalogs sometimes carry prices that should never have been published. The baseline is where they surface.
- Items that can't be edited. Manufacturer name, part number and the services identifier can't be changed in FCP. Fixing one means deleting and re-adding the item.
After the baseline
Once the baseline is approved, every change to your catalog is a regular modification with its own FCP action: add, change or delete. There's no "re-baseline" and no way to simply upload a whole new catalog. See GSA MAS Product Modifications and GSA MAS Services Modifications.
Frequently Asked Questions
Can I raise prices or add products during my FCP baseline?
No. The baseline must reflect exactly what's on your contract today. Price changes and new items come afterward, through separate modifications, once the baseline is approved.
How long do I have to start my baseline?
Existing contractors receive notices before their contract moves to FCP, then have 60 days from getting system access to initiate the baseline. New awardees complete it as part of loading their catalog within 30 days of award.
Do I need separate baselines for products and services?
Yes. Products use the FCP Product File and services use the Services Plus File. If your contract has both, you complete two separate baseline actions.
What happens to my temporary price reductions?
Existing temporary price reductions are cancelled when the baseline publishes. If you want them in place afterward, plan to resubmit them.
Can I change a part number in FCP?
Not directly. Manufacturer name, part number and the services identifier can't be edited through a change action. To change one, you delete the item and add it again.
