Bid the OASIS+ domains where your past projects score best, not the ones that sound closest to your company description. OASIS+ has 13 domains; Enterprise Solutions is Unrestricted only, so the small business pools have 12. The right choice comes from scoring your actual projects against each candidate domain's scorecard and minimums.
Choosing OASIS+ domains is a strategy decision, not a description of your company. Most companies can describe their work in several domains. The question is which domains your actual projects can score in, well enough to clear the threshold with room to spare.
The 13 OASIS+ domains

Descriptions are summarized from GSA's domain definitions. The last five were added in Phase II in 2026. The full scope and functional areas for each domain are in the solicitation, and they're what your projects will be measured against.
How to choose
1. Start with your projects, not your capabilities statement
List every project you could use: prime contracts, subcontracts, task orders and commercial work. Then ask which domain each one genuinely fits, based on what the statement of work actually says, not how you'd describe it in a pitch.
2. Check the minimums for each candidate domain
Each domain sets its own minimum average annual value for qualifying projects, and it varies by pool. Small business minimums range from about $250,000 to $1 million depending on the domain. A domain where your projects fall below the minimum is out, no matter how well the work fits.
3. Check relevance
Look up each project's codes against the domain's auto-relevant NAICS and PSC list. Projects that aren't automatically relevant can still count, but they need marked-up documentation showing the work matches the domain's functional areas, and sometimes a customer-signed verification form. The more automatic relevance you have, the simpler the package.
4. Score it
Model the best five projects against each candidate domain's actual scorecard, including federal experience, systems and certifications. The domain where you clear the threshold with the biggest cushion is usually the one to lead with.
5. Consider the pool and the competition
If you qualify for several small business pools, each is a separate contract with its own competitors. Where you're certified changes who you compete against for task orders.
Should you bid multiple domains?
Often, yes, but not all at once. A single domain done well is better than three done at the threshold. Many of our clients start with their strongest domain and add others later.
Some projects fit more than one domain. A project with work across engineering, program management and logistics might support several. But each domain is scored against its own functional areas, so the documentation has to be marked up separately for each one. We've prepared packages where the same statement of work was annotated for different domains with completely different passages.
Adding domains later
Current OASIS+ holders can add domains through an add-domain modification. Two conditions apply: the pool's solicitation must be open for the domain you want (all six have been continuously open since January 2026), and current holders needed to sign GSA's required bilateral modification before add-domain requests were accepted. No new price proposal is required for an add-domain request.

Frequently Asked Questions
How many OASIS+ domains are there?
Thirteen. The original eight are Management and Advisory, Technical and Engineering, Research and Development, Intelligence Services, Environmental, Facilities, Logistics and Enterprise Solutions. Phase II added Business Administration, Financial Services, Human Capital, Marketing and Public Relations, and Social Services.
Can I bid more than one OASIS+ domain?
Yes. Each domain is scored separately with its own scorecard, so you can pursue several. Many companies start with the domain where they score best and add others later through an add-domain modification while the solicitation is open.
Can agencies order under the new Phase II domains?
Not yet, as of GSA's latest update. The five Phase II domains are listed as currently unavailable for ordering, though companies can be awarded them. GSA says to watch award announcements, eBuy and eLibrary for changes.
Can I add a domain after I'm awarded?
Yes, through an add-domain modification, but only while that pool's solicitation is open for the domain you want. Current holders also needed to sign GSA's bilateral modification before add-domain requests were accepted in Phase II.
Which domain is easiest to win?
None is easy in general. The easiest domain for you is the one where your projects clear the minimum value, are clearly relevant, and add up to a score above the threshold with room to spare.
